before you tell him anything, i would at least try to get to know him just a bit more. you said that you feel awkward around him and that you guys don't talk much...so if i were you, i would ask to spend more time with him. ask to hang out. call him and talk about random things. hang out with some of his friends, and he'll be forced to hang out with you. try to develop a friendship first, and if you like where everything's going then you can make it into a relationship.
don't be scared of relationships though! they can be fun...and if you don't do anything about it soon, you may regret it! who knows...maybe you'll lose the only chance you can have being with him! but next time you see him, smile real big and say hi!
