i know how to do the rain effect on pictures it just turns out really bad sometimes... does anyone know a good tutorial for rain (animation steps or not is fine)
(sometimes when i do certain options it changes the color of my banner and i hate it when that happens!!) |

what program?? cuz it requires both an animating program and psp or ps
