there's no difference between starting at 12 or starting at say 15...and when you start puberty is different for every person, ergo, you could have already stared by age twelve and could masturbate if you wanted to...and not everything starts happening at the same time, so maybe he has started puberty and that part hasnt happened yet. because generally, it's highly uncommon to get erections and orgasms before you start puberty...so, i think y'all should stop telling him he's too young, quit all this scolding and just leave him alone...
