Did you try just doing:
<center> <input value="add comment" style="border-width: 1px; border-style: solid; border-color: black; font-family: verdana; font-size: 8px; color: black; background-color: white;" type="submit"></center></form> Overall its not a real problem at all, the main point is people can see the bottom. To tell you the truth I don't think there is a fix. Its not a big thing...

it's set to

hmm, I honestly don't know. Your coding is kind of odd in a way.
If you want you could just position the comment box on its own to set it where you want it, instead of just putting it as content. |

Silly me... I'm using just one div as a container then a table for my content.... some reason when i had the form in a div it would null the valign atrribute.. i just removed the form from it's div container and added the valign tag to my rows :3
