They might be a brush? But heres a tutorial of how you can make them.

Both links are for photoshop.
I only know these brushes: http://www.deviantart.com/deviation/22128885/ But you can make them into brushes , by making them using the tutorial above. Then going to edit > define brush when your done. Just make sure you save. |

actually that's the lens flare
filter>render>lens flare and it will give you that little light jux adjust it :] your welcome |
