Image filter help..

I've seen on people's profiles where you would put your cursor over their links and linked images and it would flash all rainbowy.
How do you do that?

They probably use a hover that has a GIF background of some sort. mellow.gif Or rollover?

Then how do you get a hover with GIF background?

I have a solution.
a:hover img{filter:blur alpha (opacity=50)}
^ Adjust the number if needed. Then.
a:hover{background-image:url(URLHERE)}

But how would you do it for your whole profile?
Like all the linked images flash rainbowy or something?

a:hover{background-image:url(URLHERE)}

Use that code.
and then find a rainbow image or something..replace the URLHERE part and add it to your codes.

I put it in my codes and all it did was put that text in my about me..
Then I put it in between the style tags and nothing happened.
I got this rainbow picture thing:
