He's probably just really shy. Like me. Haha, this is why I haven't even had my first kiss yet.. and I don't think I held hands with a girl before.. just a couple of hugs. He probably really wants to, but just doesn't know how to approach it. So why don't you make the moves? No one ever said girls can't make the first moves

Easiest relationship explanation ever. It's upon you to make him feel comfortable, and trust me when I say that he probably wants to kiss and hold hands and all that. It used to be the guy's job, but hey. It's a new age of equality and all that. Although, I don't think very many girls go for shy guys

Maybe he's afraid that YOU don't want him to make the first move, so either egg him on and let him think that you do or just grab him and kiss him
You can always make a joke about it, like say you have a dog or something be like "Well I really don't think it's fair that my dog can kiss me..." and so on, you catching my drift |
