Well I think the reason there isnt a [down] button is because...

You scroll down and read through all the posts and then use the [up] to get back up to the top, so you dont have to scroll back up.
But if there was a [down] button, you might miss an important post....

Does that make sense?

Anyways, Hmm.. it seems somewhat pointless IMO.

I know. So why would you need a down button?

What I am saying is, you go to a topic and read all the posts then when you are done you can use the "[up]" button to jump to the top.
But if there was a "[down]" button, you'd skip over all the posts.

What would be a practical reason for having a [down] feature? There is an [Up] link to take you back to the top of the page because that's where the site navigation is located.

I don't see a purpose for a [down] button. Besides, you can use keyborad buttons 'Home' for the top of the page and 'End' for the bottom of the page. Simple.

step two: the the mouse guestures extention

step three: make a guesture that goes down and one that goes up.
