I can't really tell from the image. Do you mean stroke? Or Something else?

I believe its under the blending effects.

Open an image.
Layer-Layer Style-Blending Options-

Play around with it.

or Select the image and then drop shadow it.

That looks like they selected the image..
Stroked it.
LAYER-LAYER STYLE-STROKE.
[Play with the settings]
Then they Drop Shadowed it.

what is this called anyways? but heres another picture

instead of the water color they put the flag image as the color. another example like instead of having texts in photoshop just plain white or any color, you could add images in the text. stuff like that. what is it called please and are there different ways to do it?

+AND ANOTHER THING; to make your own brush.. and the original picture has a black background, how do you make the background white?

You can create text as a floating selection, which I find fun. You can paste all sorts of things in there. For the flag thing, you just overlay a picture. It's a layer style.

If it has a black background, select the background and delete it. A transparent background is the same thing as a white one for brushes. Or you can just invert the image... But that might not be a good idea.
