I made this guy a layout
or ehm wrote most of the coding
and hes putting pictures in this marquee at the bottom
and they have all these dots on them

If when you go to the url of the image and they show with dots. That simply means he has bad quality pictures?

yea i just told him to go upload them at tinypic.com
and see if it helped any
but really his pictures are fine
its just once he put them up all these dots showed up out of no where


and well aparently they still show if he uploads them somewhere else.

There is nothing you can do about it then. It just means the pictures are saved as bad quality. He could fix it sorta (well maybe) by using photoshop. But that just means there bad quality.
