how would you crop a picture and crop another picture so that you can put both together and form a new picture? like if i had a picture of me and i had a picture of angelina jolie, how would i crop angelina and crop me and add both together with a new backround to make a whole new picture?

do you have a program for this kinda of work [ex. photoshop, psp, etc.]? what program would you use?

Just erase the background of both pictures. And then paste them in the new background.
