how can i acheive these two borders? and does anyone have any font suggestions for the first image in the part that says headliner? thanks in advance!

it's called stroke

it's under blending options

the layers are locked like i cant pick it. what do i do? sorry im so stupid in photoshop

Oh, it's cool.

See the lock that under the arrow of the drop down menu? Click that and it should unlock.

Sometimes backgrounds won't unlock though. If that is indeed your case, fill A NEW LAYER with any color, change the fill (under opacity) to 0, and then go to stroke, pick your color, but instead of OUTSIDE, click INSIDE...and it should have a border.

i want a circular border, im still so lost! can you do it for me pretty please?

to insert an ordinary border, i just select the whole image (ctrl+a) and then with the marquee tool selected right click on the image and select stroke, and then i center or whatever do with the border. its your choice making it 1-3 px.. is what i do.

For the border in the second image, click the tool under the next tool and hold it and select 'rounded rectangle tool.' Drag it acrss where you want it to be. Then, right click on the layer and click 'make selection.' Press Ok. Then, press CTRL + SHIFT + I Go to the layer where the image is and press delete and delete the layer with the shape. TADA! Was that confusing? :|
