If you have Windows XP (I don't know about others) it's probably not completely gone.. I think you can go into add/remove windows components and put it back.

Try doing this:

Question:

How do I install / uninstall mspaint?

Answer:

Below are steps on how you can install or uninstall

1. Click Start / Settings / Control Panel
2. Double-click Add Remove Programs
3. Click the Windows Setup Tab
4. Double-click the Accessories icon and
5. Check or uncheck paint depending upon if you want to install / uninstall mspaint.

When prompted for a diskette insert your Windows CD or try point to "C:\windows\options\cabs" (depending on how Windows was installed on your computer this directory may not exist). If this directory does not exist on your hard disk drive you will need your CD.

That's not possible if she emptied her recycle bin.
