HOW DO YOU COLOR THE PIC LIKE A DIFFRNET COLOR. LIKE YOU CAN STILL SEE THE PIC THOUGH. I`M USING PSP.

I think it`s colorization or color alterization.
Check the tutorials.Pretty sure they have a tut for that.

New raster layer -> Flood fill any colour.
Change colour layer to "Color". (Left click, properties, drop down menu.) |

nothing happens. the pic still says the original color...

Your blend mode should be "color". Not "color (legacy)", but "color".
 Works fine for me.

okay so i open the pic and right click and all that. but their is nothing about blend mode?

You're making a new layer. So right click IN YOUR LAYERS PALETTE and select "New Raster Layer". A box will pop up, where it says "Blend Mode" and it has a drop-down menu, choose "Color". Flood fill the new layer with any colour. Your image should now be monotone.
