Would it be possible if you made your own puzzle design? That would be an easy way to achieve that. Also I believe there are tutorials that can help you do this.

Cut out the puzzle piece, so there's no background.
Then, just tell the picture layer to be linked with the puzzle piece one. |

i would paste the pic you want on top. then go to the layer with the puzzle piece. select the white inside the border > select> invert. then go to the image layer and press delete and...yah
