Why does an ionic bond conduct electricity, a covalent bond insulate, and a polar covalent semi conduct when dissolved in water, while all insulte in their solid forms?

Inonic bonds only conduct electricity in water because the ions can move about in the solution.

It's alright. After tons of googling, i got the answer.
