=/ I call it color overlay... But that's probably not what it's called.
Anyways, you can just make a new layer, fill it with a color, gradient, or clouds and then put it on the layer mode 'Color'. -shrug- It's that simple. |

Both. It's exactly the same thing.
Although for the first one you use either a gradient or clouds and for the second you just use solid color. |

What is clouds? I understand you use the gradient tool, but how do you get it to three different colors as the first image? |

.... PS users can't make three color gradients? o_0
But you can use noise gradients and then blur until it's smooth, which is what I sometimes do. Oh, and clouds is a filter. Filters -> Render -> Clouds. As for three color gradients, I usually just choose a gradient that originally had three colors and change the color buckets for it. |
