i been making banners for 2 yrs but i stopped for 4 months, and i forgot how to make a border around the banner..help?

go to
select>>select all. then go to select>>modify>>border then enter the amount of px then make a new layer and add color. |

I think this is what you mean...
You can do a stroke by going to Edit>Stroke. |

Do what TwistMe said, only make sure the position is set to inside or you won't be able to see it.
