What do you mean? Like the whole entire document is tranparent? Or just some part of an image transparent?

Well when you go to File > New, select transparent. But if the image already has a background, I suggest using the Polygonal Lasso or the Magnetic Lasso to select it, and then paste it on the new transparent canvas.
