in the gimp,that effect is called newsprint. i'm not sure if it'd be called the same thing for photoshop,but it might be.

This is how I think the person did it.

(Keep in mind I have Photoshop 7.0)

1. Select your picture.
2. Copy the picture and place it in a new layer.
3. With the duplicate layer on top, select Filter -> Pixelate -> Color Halftone
4. You should probably select a smaller radius (like 4-6) when the little settings thing pops up.
5. Then change the blending mode until you get an effect that you like.

If you need pictures or anything to understand it better, please let me know.

it looks almost like it. the circles look different and i could change the radius to size 4, not lower. it doesn't look quite like it, plus its rainbowish. i really want that effect in the picture above with the black, but thanks!! anyone else know?

here is the pic, so you can see the difference.

The circle things are rainbow-ish like yours in the picture above.
It's just like yours except the actual picture they used it darker.

Try playing around with the settings, until you get the effect that you want.

your right lol, im slow. but i cant get the radius to be any smaller. i want it to be that same size. it wont let me for some reason.
