I use photoshop, and thats about 700 dollars right there. bUt I'm sure there are free ones you can find.

Paintshop Pro 9, Photoshop CS or 7.0. paint works too.

ms paint is real good too. i use MS Paint for my xanga skins (you can check my xanga out if you wish), its really good. but the only bad thing about it is it has bad picture quality. but photo shop can really make your skins beautiful.

^ Hahaha. Best prog right there. =)
There's also GIMP, which you can add some plugin to, and it acts like Photoshop, that's a freeware prog. Serif products are also rather good, and I'm sure you could find a ton more via google.

and i use photoshop which was like 250$ and paint shop pro which was 30$ which i bought both online. _smile.gif

even though its a lower version of photoshop you can make layouts with it you cant do everything but it works well because ihad elements 2.o and that was lower than 3.0

but gimp works too like someone ^ said

but ms paint is free and thats what most people have on there computer and if you play around with it you will find out that you can actually do some coool things biggrin.gif

I use Adobe. Adobe Photoshop CS, Adobe ImageReady CS, Adobe Illustrator CS. happy.gif Remember that designing the layout is only HALF the part of actually creating a layout. A program to help with coding is Dreamweaver MX, but it's still like coding by hand.
