what program do you have?
if you have photoshop or psp then its a brush if you dont have neither of those and only have ms paint there is a tutorial in the tutorial section on how to make them

check out the big book of resources .. they have lots of brush lins and i m sure some of those have some swirls

don't you have a desktop icon for photoshop? if not, then go to my computer->c:->program files->adobe->photoshop->photoshop.exe. click on the photoshop application.
