You create a new layer, and make a white oval. Then set the opacity to whatever percent you want, I'd start with 50% to see how it looks. The person used a drop shadow on it too.

i first use the select tool
and select the area I want to make look transparent and then I use the fill tool select the color white put the blend mode to lighten put the opactiy to 70 or 60 and change the matchmode to opacity and then fill in the area you selected earlier... hope that helped. |

umm how do u get to the select tools and the opacity thing? sorry i just downloaded psp...

The select tool is the dotted square, and you can find the opacity where you see the layers, it'll say something like "Opacity 100%". Try experimenting with PSP before you try any tutorials or anything so you can get used to it. ;]
