hi! i saw this on some grl's myspace (she isn't the original creator of this banner, or else i would have asked her!) and i thought it looked really cool, how there is a glitter effect over the banner. do you guys have any idea how to do this?? please tell me if you know~~ thanks!

it's probably some small airbrushes with an outerglow effect.

Just make a little circle and put an outer glow on it. Go to blending options -> Outer Glow.

that is pretty easy. make a new layer, paint some stars, there are a few in photoshop that are default. draw them in, make it sort of a small size and add an outerglow.
