Dell outlet is a great place to get discounted computers. For one, a great deal of them (I'll refrain from saying most) are merely canceled orders and as such, they've never even left the warehouse. That makes them as good as new, except someone else ordered it and not you. You can actually get a computer for under $400 and in some cases $300 but they're a bit hard to find and you'd expect them to be completely stripped down, but they aren't.

No its very easy. I literally learned to build one in 5th grade thanks to my dad and my interest in computers.

As for the dell computer I cannot say if that would be a good deal or not because you have not provided the specifications of that refurbished dell.
