did you try searching in google. also ask the people who do them i am not sure if theres a tutorial in cB but it dotn hurt to look.look in this site

Open a new document on Paint Shop Pro. Any color background you'd like.
Click on the text option. Write anything you'd like. Make sure the Create As: Is VECTOR. After that, go to Adjust > Add/Remove Noise > Add Noise Make sure its on Gaussian. Click the box in Monochrome. Make the Noise 50% (or anything you'd like. mess around with the number until your satisfied!)
