I was on NewEgg just now and I came across an AMD Sempron processor. Is this a new line of AMD processors, or an old one that I just never new about?

It's an AMD 32-bit processor that has 64-bit emulation and fits onto standard Socket-A motherboards, I think. It's pretty new, it just came out a month ago.

AMD has always been known for its stability, but then the cooling fans can be realli loud; its easy for an AMD processor to overheat

I believe Semprons are suppose to replace the old Duron or w/e to compete with the Intel Celeron Line, but if you want a cheap comp get an AMD Athlon XP 2500+ barton. awesome overclocker.

The 2200+ runs at 1.5ghz with 256kb L2 cache and a 166mhz FSB, it's performance will be similar to an 1800+ or 1900+ Athlon XP. The 3100+ sempron for Socket 754 is a different story, it is a 256kb L2 cache Athlon 64 with 64-bit disabled. There we go, found it.
