You can use Nero burning software, but then again Windows can burn CDs too. Open up my computer, go to your CD drive with the blank CD loaded already. Open the drive (not psychically, double click it) and drag the content you want to be burned on there. After you're done, click "Burn CD" from the left.

It will burn to a regular blank CD. Just select the VCD option within Nero.

You could buy it, or maybe DL it from some P2P networks, not that I'm supporting P2P networks in anyway since they are "illegal".

from wherever you can purchase computer software. ex. comp usa, best buy etc.

be warned, some of the versions of nero have compatability issues with SP2.

i use nero for all my cd burning needs
cd, vcd, dvd PLUS its user friendly and the interface is somehow welcoming lmfao
and wut teh fack, theres a LEET nero now?!?!?!?
