right click layer>blending options>stroke
u wont be able to see it unless u increase the canvas size or the harder way by hand.. pencil, brush, line tool and then fill path, rect. marquee fill |

hehe, i'd definately go for the stroke way, however when you do Layers>Layer Style>Stroke make sure you put it as "inside" or else it won't work.
