How do you put borders around pictures? In MS Paint or Photoshop?

photoshop: make a new layer of the image. right click the layer and go to blending options. then go to stroke. increase the canvas size to see it.

if not do it by hand with pencil, brush, line tool and fill path, or rect. marquee and fill

For photoshop, you can also go to Edit -> Stroke and pick the size of pixels and the color.

in paint im not sure when my friend makes paint banners she goes to word and somehow gets a border furem there

or you could use the diagnl tool and get a perfect staright line by pressing shift
