All I want is to make the height of a div 70%. Can I? It seems like if I define the height of the body as 100%, it should work, and yet it doesn't.

i think height is infinite. There is no half-way. You could set a definite height, like 800px, but not percentage.

70% relative to the page length? you can define a div's height as a percentage, but it will only be a percentage of the viewable area of a browser. without javascript, you can't make it a percentage of the entire body's page.
