im about to work on a layout but i need to know what some good sizes for the background, top banner, header, etc. would be? i want it to look similar to this page..

There are no specifics. Those elements can be as big or small as you want. If you want to know the sizes of that user's background, top banner and header, the background is 1600x1178. The top banner is the same thing as the header, unless you mean something else. For the top banner, I can't give you a size because he doesn't use a top banner. The banner is designed together with the whole layout itself, as you can see here. That layout is 800x1746 in size. Hopefully, that helps.
