I have tried to get this soft effect using pspx2 and cant get it to work how do the get the picture to fade out that way. Any ideas or tuts.
I get that they lower the opacity but my edges never look like that please help. final outcome

it looks like they erased around the image of what they didn't want, changed the brightness/contrast of it to make it brighter, used a brush to enhance the eyes and cheeks and also changing the opacity plus layer style of those layers of the eyes and cheeks. they may have duplicated the layer of the image to make it black/white so that the pink hat and the eyes to be the only thing noticeable in color. but, i dunno, i'm not an expert on photoshop. it's definitely something you would have to play around with. one good tutorial website i use is good-tutorials so check it out and see what they have to offer.

okay thanks for the help i know how to do blk and white with a touch of color and to enhance the eyes i just needed to know how to fade out the skin softly. I will give that link you provided a look thanks.
i tried this with no tutorials not exactly the same but kinda close next time i wont over due it with the colors :)

That came out pretty good for not using tutorials. Except for a few things. It's low in quality & her eyes look weird. What technique did you use on the eyes? Also the image looks stretched out.

it came out crappy the eyes are too much but i used my freehand selection on the eyes and promoted selection to a layer then i went to sharpen & unsharpen mask but i also mess around with curves and levels and clarity.
