What program are you using?
It just looks like they duplicated the base layer, added some blur, and set it to hard light or burn. Then they just selected certain areas and upped the saturation. |

ahhh. mess with the colorization a little. and a bit of layering like a transparent layer on top and make it such as dark brown or so and select a layer option such as burn or dodge and you should end up with something along the lines of the image you have there.

there's a few ways to do that. I'm lazy so I'd just make another layer with a sepia tone or duplicate the layer and set it to sepia. Erase the parts I want to show through the sepia(eyes/rose) And up the saturation like mentioned above. And a lil more tweakin till I get it how I like.
