All you need is animation shop to do that.

[edit]
oh you want to know how do it? Oh what I'm thinking? Okay this is how you do it.

1. open up your first picture
2. then go to animation > insert frames > from file
3. Click add file, then search for the next picture you want. It's best to open up pictures in the order you want it in. Repeat this step as much as you have too.

Click okay and right click on your document and a menu should show it. Select "frame properties" then change the display time to your desire (make sure you right click on the picture).

4. Now go to effect > insert image transition. Change the effect to fade and play with the others and click okay and you're done.
