pen tool? :)

do you have illustrator? it has a cool twirl tool that makes them swirly xD

yes pen tool would be how you make them.
i found some tutorials for you right here.
or you can just skip the hard part & use brushes.

those are like the thinner swirls.

the other ones, you have a choice of premade brushes or the pen tool.

just make swirls like crazy by plotting points and dragging the cursor.
