I don't think I can single out one particular "best rapper", but two groups that I think have had a great deal of impact on the rap and hip hop genre are De La Soul and Public Enemy. There was a purity to their sound and their lyrics. They strived for the profound, while having some fun (this is particularly true of De La Soul).

for me it will have to be Tupac,Common,Talib Kweli, Nas,Hieroglyphics,Pharrell, and some real hip hop underground.

Its really hard for me to say who is the best rapper, I really liked Pac and Big but they are both overrated to a certain extent.

But here is my bias opinion.

I like TI, Ludacris, Mos Def, Common, Kanye West , Joe Budden, Lupe Fiasco , Pac, Eminem, and 50 cent the most. But as far as the best, it would be hard for me to say since there are rappers out there I haven't even discovered yet.
