Moved to Graphics Help.

I'm not a photoshop user, otherwise I'd be able to help you. Hang tight, someone will see this.

You need to desaturate and turn the original eye color gray. Then, color it with the desired color and switch the blending mode.

Zoom in on one eye, and go into Quick Mask mode. Select the paint brush (use one of the Drop Shadow brushes) with 100% opacity at around 1-3px. Make a selection of the iris. When you're painting, leave the black of the pupil alone. And also, try to stay from any white highlights on the eye.

Exit Quick Mask Mode when you're done.

Go to Select-->Inverse. Then Layer-->New Adjustment Layer-->Hue/Saturation. Hit OK when the next window comes up, then there will be another window to adjust the Hue/Saturation.

Play around with the settings. My settings were Hue(+126), Saturation(+22), and Lightness(-11).

For final touches, make sure you select the first layer. (Wow I'm clumsy with the brush tool.)

Using the burn tool, go around the outline of the eye and other dark areas on the inside. Then take the dodge tool and use that on white highlights on the eye. This will make the eye look bright, similar to what is featured in the picture you posted.

See the difference?

Then repeat this process for the other eye. And you'll have sexy results. I hope my tutorial helped you!
