She found the pink, white-polka-dotted pattern and set it as the background. Then she made those sun rays, and then she filled each layer (one ray) with a different texture, and then set a border.

but her sun rays are even and balenced. is there a way i can do that by not doing line by line?

When you make a rectangle like that, duplicate the layer so you won't have to do it again. Place accordingly. Or, you can download brush sets of the sort. I don't know if it'd work if you'd use the paintbucket tool to fill in each individual ray with a different pattern. Try it out.
