I think that's painting something in photoshop that look like a real photo. It's a very long and complicated process... and a Wacom tablet is a must in order to begin that.

I'd be able to find tutorials for realistic digital painting if that's specifically what you're looking for. You can paint digitally and make detailed vectors. I'm sure there are other techniques.
