CCS Links for a Website Options

Now, for the question:

Basically I wanted to create the links without having to add the links in manually or by adding buttons. I was told that I could but the names of the links on the template (as you see I have already did), and then use a code to put almost like something over each word, so when they click on the word it will link them to that section of the site.

So, how do I so this?
