fix blurryness?

i have this picture, that i would like to fix. it's really blurry, do you know any way how to fix it. i tried sharpening, but it makes it look like a cartoon. please and thanks! here's the image.

i also found if you sharpen it to the max and fo to filter-blur, and re-sharpen it, after time it does begin to look better without the cartoon look.

Something I learned through blending but it makes things a bit brighter/sharper-

Create a new layer, and copy the picture on the new layer (so you have 2 layers both with the same thing.) Filter a Gaussian blur on layer two. In layers palette, change from Normal to Overlay and it should look somewhat shinier, sharper.
