Is extracting characters and such from wallpapers..., ...stealing?

I personally think that extracting a character and such from wallpapers made by other people to make layouts and skins, is in fact stealing (Especially anime/game wallpapers;; Wow. Run-on sentence). Recently, I was dragged into this 'disagreement' with some friends on an AIM Chat. Surprisingly, only two people (me included) thought that it is stealing.

So the question is,

What do you think?

((I feel like there is no absolute, right answer to this.))

I think it's stealing if you take the image directly from someone's personal page or server but if it's like from a stock photos site or a search engine then no.

Yeah, but I mean like wallpapers from Minitokyo and such.

BUT, what if you run into the image that's on a website via a google image search or something?

=/ Can't you usually tell if someone made the wallpaper or not?

Unless you're talking about regular images... I dunno about that. =/ Depends on the source I guess.

Yes it's stealing because you didn't get the persons permission or didn't credit them.

Again, I guess it depends. Like if the image you found was artwork that belongs to someone, and they don't want the artwork to be edited, then taking that image and editing it is a no-no.

However, no one ever considers that and just snatches the image anyway =/

I dont think its stealing. You could probably make the same thing yourself if you took time anyway, or find the same pictures on the internet. Its just a matter of time before you get them, why not get it when you see that someone has a cool picture/wallpaper/advitar.
