You need animation shop or imageready.
You make the image.
You make two (depending on how much animation) frames. One with one color. The other with the next.
Set the time frame.
Then your done.

like toya said, you need a program first. there are several free ones, like gimp.

It depends what program you get. I suggest imageready but its up to you.

well basically u make 1 graphic and then add a new frame and make the secon graphic. this tut is kinda wut u may b looking for:
