It is a bit busy O_o I think you overused the splatters a tad too much, and there's no focal point. I like the colors though, and the concept is pretty unique =P I think high life is 2 words XD

^ I agree.
Maybe another picture of somebody in the middle, stroked, or something, would give the image more depth. I also think that you used a little too much overlay/hard light on some parts. |

I agree with it being a bit on the busy side as well as having an overuse of elements, such as brushes and overlay features.
