Most photo just turn on that way.
 You could try to make a new layer, delete the stuff around it, and just repeat it like that. [hope that made sense] hm.

That's not a Photoshop effect (or at least, I don't know if the effect can be replicated using Photoshop).
It's a photography technique using slow shutter and movement. And this is just a guess, but it looks like this was two pictures layered on top of each other and blended. |

There's textures and such of light..er..streams
 like that you could paste over top or something?
