My best friend's brother does that to her all the time just to purposely piss her off. But like, there's nothing weird about it. I guess it depends on the way he does it? It's up to you to do something about it though since you're the only one that knows his reasons or could tell.

He probably thinks it's alright to do it, chances are he's not suggesting ANYTHING other than brotherly/sisterly love.
