I was browsing the web, and I came across this great website! I was just wondering how she managed to make a cartoon-like image of herself. Is this something that can be done in Photoshop?

I'm pretty sure she made a vector. I'm not too familiar with Photoshop, but you could apply "Edge Preserve Smoothing" and get a simular affect of what she has. If you're interested in vectoring try something like this.
