I saw this picture on myspace & I love the color effect. The border is cool, but I'm mainly just concerned with the "vintage" colored look to it. The only program I have to work with is GIMP 2.2, plus MS Paint. So any help would be great. =]

I'm not familiar with your programs, but you can mess around with layers and certain affects. Like make a new layer fill it with a color and change the layers properties (like Overlay, Hard Light, etc.) And you can use a brush to add a border simular to that (unless if you have a preset in your program.
