I went to this persons profile and her picture was like bright and clear like she had make-up on, i think she added a blur & overlay/screen in Photoshop. tell me what you think cause i want this same effect:

^Woah okay, gee. It's a Gaussian blur, also known as the dream effect.
What you wanna do it, duplicate the picture layer and put the layer on screen. Then go up to filters>blur..>Gaussian blur and set it to 5. |
